App-Elles werd in 2015 opgericht door artieste en activiste Diariata N'Diaye en wordt ontwikkeld door de non-profitorganisatie Resonantes in samenwerking met het technologiebedrijf WaryMe. Het doel is om een internationaal hulpmiddel aan te bieden, complementair aan de hulpdiensten, als één enkel toegangspunt om alle bestaande hulp en hulpbronnen te vinden. Resonantes is een non-profitorganisatie die als algemeen nut erkend is en haar werking financiert via sponsoring, subsidies en giften.
