Creata nel 2015 dall'artista e attivista Diariata N'Diaye, App-Elles è sviluppata dall'associazione Resonantes in collaborazione con l'azienda tecnologica WaryMe. L'obiettivo è offrire uno strumento di supporto internazionale, complementare ai servizi di emergenza, come unico punto di accesso per trovare tutti gli aiuti e le risorse esistenti. Resonantes è un'associazione riconosciuta di pubblica utilità, che finanzia le proprie attività attraverso sponsorizzazioni, sovvenzioni e donazioni.
