App-Elles wurde 2015 von der Künstlerin und Aktivistin Diariata N'Diaye ins Leben gerufen und wird von der gemeinnützigen Organisation Resonantes in Zusammenarbeit mit dem Technologieunternehmen WaryMe entwickelt. Ziel ist es, ein internationales Unterstützungsinstrument bereitzustellen, das die Notdienste ergänzt und als zentrale Anlaufstelle dient, um alle bestehenden Hilfen und Ressourcen zu finden. Resonantes ist eine als gemeinnützig anerkannte Organisation, die ihre Arbeit über Sponsoring, Fördermittel und Spenden finanziert.
