Creată în 2015 de artista și activista Diariata N'Diaye, App-Elles este dezvoltată de organizația non-profit Resonantes în colaborare cu compania de tehnologie WaryMe. Scopul este de a oferi un instrument de sprijin internațional, complementar serviciilor de urgență, ca punct unic de intrare pentru a găsi toate ajutoarele și resursele existente. Resonantes este o organizație non-profit recunoscută ca fiind de interes public, care își finanțează activitatea prin sponsorizări, granturi și donații.
